W3C Priority 1, Priority 2 and Priority 3 Guidelines. The W3C standards group has created educational guidelines pertaining to accessibility. Most countries outside the U.S. follow the W3C rules as their benchmark for accessibility legislation. Rules are broken into 3 categories:
- Priority 1 is mandatory for web sites
- Priority 2 is considered average
- Priority 3 is considered ideal
Section-508 Guidelines. These guidelines are a sub-set of the W3C Rules U.S. Accessibility Standards as defined in the 1998 Rehabilitation Act. All federal agencies must have Section-508 compliant Web sites, as must all U.S. federal government suppliers/vendors. The burden is on the government to purchase the most accessible technology and services.
